Password length should be sufficiently complex. Users are encouraged to make their passwords as length as they want, within reason.
Passwords should not contain common words (such as "Password") but should be memorable.
Passwords should be stored securely, with sufficient protection again attacks.

NSCS.gov.uk Guidelines

Combine three random words to create a single memorable password.
User a password manager.
Don’t use predictable passwords (such as dates, family and pet names) or ones that criminals can easily guess (like ‘1234’).
If your smart device comes with a default password (like 0000), change it immediately.
